The Houston Roughnecks signed wide receiver C.J. Windham and defensive lineman Kamilo Tongamoa on Wednesday according to the UFL Transactions page.

The Roughnecks released defensive ends Adam Rodriguez and Ronheen Bingham, defensive tackle Jeffrey Johnson, and defensive back Jimmy Moreland.

C.J. Windham is six foot three and weighs 212 pounds. The 26-year-old from Powder Springs, Georgia, signed with the Vegas Knight Hawks (IFL) in 2024. He made 42 catches for 650 yards, 18 touchdowns, four carries for -2 yards, one touchdown, and nine tackles (6 solo, 3 assists) in 16 games.

Windham signed with the Quad City Steamwheelers on December 16, 2022. He made 31 catches for 419 yards, 11 touchdowns, two carries for six yards, three kick returns for 79 yards, one touchdown, and 14 tackles (10 solo, 4 assists) in 14 games in 2023.

Collegiately, Windham played six seasons at Middle Tennessee State (2016-21) making 107 catches for 1,329 yards, 13 touchdowns, and two tackles (2 solo) in 56 games for the Blue Raiders. He was named the team’s Offensive Ironman of the Year in 2021.

Kamilo Tongamoa is six foot five and weighs 325 pounds. The 28-year-old from Van Nuys, California, was drafted by the New Orleans Breakers in the 25th round (201st pick) of the 2022 USFL Draft. In 2022, he made 26 tackles (12 solo, 14 assists), five tackles for loss, 1.5 sacks, and four pass breakups in nine games.

Then, Tongamoa was drafted by the San Antonio Brahmas in the second round (15th pick) of the 2023 XFL Supplemental Draft. In 2023. Tongamoa made 19 tackles (6 solo, 13 assists), three pass breakups, and half a sack in 10 games.

Collegiately, Tongamoa played two seasons at Merced Community College (2014, 2016) making 126 tackles (69 solo, 57 assists), 39 tackles for loss, 16.5 sacks, three forced fumbles, and two fumble recoveries in 18 games for the Blue Devils.

He was named First Team All-CCCAA All-American, and Golden Coast League co-defensive player of the year in 2016. Then, Tongamoa transferred to Iowa State (2017-18) making three tackles (3 solo) and one tackle for loss in 13 games for the Cyclones.

Adam Rodriguez is six foot two and weighs 245 pounds. The 25-year-old from Provo, Utah, was with the TSL’s Blues in 2021. Then, the Philadelphia Stars drafted him in the second round of the 2022 USFL Supplemental Draft. In 2022, Rodriguez had 40 tackles (28 solo, 12 assists), eight tackles for loss, nine sacks, two forced fumbles, two pass breakups, and one safety in ten games.

In 2023, Rodriguez made 27 tackles (18 solo, 9 assist), six tackles for loss, six sacks, one forced fumble, one fumble recovery, and one pass breakup in ten games for the Stars in 2023.

He was named to the USFL All-Star Team. In two seasons with Philadelphia, Rodriguez has 67 tackles (46 solo, 21 assists), 14 tackles for loss, 15 sacks, three forced fumbles, one fumble recovery, three pass breakups, and one safety in 20 games. 

The Houston Roughnecks drafted Rodriguez in the 2024 UFL Dispersal Draft. In 2024, Rodriguez made 23 tackles (11 solo, 12 assists), five tackles for loss, one sack, and one pass breakup in nine games.

Collegiately, Rodriguez played four seasons (2016-19) at Weber State with 199 tackles (98 solo, 101 assists), 22 sacks, 41 tackles for loss, ten pass breakups, one forced fumble, and three fumble recoveries in 52 games for the Wildcats. He is a two-time All-American.

Ronheen Bingham is six foot two and weighs 242 pounds. The 28-year-old from Bennettsville, South Carolina, signed with the Hamilton Tiger-Cats on October 31, 2022. He played two games making one tackle before the Ticats released him on November 7, 2022.

Bingham signed with the Houston Gamblers (USFL) in 2023. In 2023, Bingham made 24 tackles (11 solo, 13 assists), five tackles for loss, and four sacks in 10 games. In 2024, the Gamblers were rebranded as the Roughnecks. Bingham made 23 tackles (11 solo, 12 assists), four tackles for loss, 1.5 sacks, and one pass breakup in 10 games.

Collegiately, Bingham played two seasons at Hutchinson Community College (2015-16) making 110 tackles (29 solo, 81 assists), 25.5 tackles for loss, 7.5 sacks, three fumble recoveries, and one pass breakup in 20 games for the Blue Dragons.

Then, Bingham transferred to Arkansas State (2017-18) making 87 tackles (37 solo, 50 assists), 26.5 tackles for loss, 14 sacks, five pass breakups, two forced fumbles, and one fumble recovery in 25 games for the Red Wolves. He was named First Team All-Sun Belt in 2018 and Second Team All-Sun Belt in 2017.

Jeffrey Johnson is six foot two and weighs 312 pounds. The 23-year-old from Brookhaven, Mississippi, signed with the Houston Gamblers (USFL) on May 4, 2023. He made four tackles (3 solo, 1 assist) in four games for the Gamblers in 2023. After the Gamblers were rebranded as the Roughnecks, Johnson was released on March 21, 2024.

Johnson re-signed with the Roughnecks on April 18, 2024. In 2024, Johnson made eight tackles (5 solo, 3 assists) and one tackle for loss in six games.

Collegiately, Johnson played four seasons at Tulane (2018-21) with 136 tackles (63 solo, 73 assists), 14 tackles for loss, eight sacks, one pass breakup, and three fumble recoveries in 49 games for the Green Wave. Then, Johnson transferred to Oklahoma in 2022 with 23 tackles (9 solo, 14 assists), and four tackles for loss in 13 games for the Sooners.

Jimmy Moreland is five foot eleven and weighs 182 pounds. The 29-year-old from Belle Glade, Florida, Moreland was drafted by the Washington Redskins in the seventh round (227th pick) of the 2019 NFL Draft.

He played two seasons in Washington with 86 tackles (65 solo, 21 assists), two tackles for loss, half a sack, two quarterback hits, one interception for 32 yards, five pass breakups, and one forced fumble in 30 games.

In 2021, Moreland signed with the Houston Texans playing seven games with two tackles (2 solo). Then, Moreland would spend time with the Philadelphia Eagles in 2022. The New York Jets signed Moreland as a free agent on September 14, 2022, and spent the season on the practice squad. He made 14 tackles (11 solo, 3 assists) and three pass breakups in four preseason games.

The Houston Roughnecks signed Moreland on March 6, 2024. In 2024, he made 38 tackles (31 solo, 7 assists), one tackle for loss, two pass breakups, and two forced fumbles in 10 games.

Collegiately, Moreland played five seasons at James Madison University (2014-18) with 208 tackles (125 solo, 83 assists), 12 tackles for loss, two sacks, 18 interceptions for 363 yards, six touchdowns, 63 pass breakups, one forced fumble, six fumble recoveries, six blocked punts, one kick return for 38 yards, and five punt returns for 54 yards in 56 games for the Dukes.

Moreland was a two-time First Team All-CAA, two-time First Team VaSID All-State, First Team All-American, First Team All-American by the Associated Press, AFCA First Team All-American, STATS FCS All-American, and the winner of the Charles Haley Defensive MVP.
